Job Description
Responsible for leading a team delivering effective market surveillance and investigation capabilities. This role is responsible for both real-time monitoring for potential disorderly markets activity and post-trade market abuse surveillance. The role balances operational leadership with strategic development of the surveillance function, ensuring consistent delivery of best-in-class regulatory compliance with FCA and AFM standards while driving continuous improvement in detection methodologies and team capabilities.
KEY RESPONSIBILITIES
1.1 Team Leadership & People Management
- Manage, coach, and develop members of the Market Supervision team
- Conduct performance reviews, set objectives, and provide ongoing feedback aligned to organizational goals
- Lead recruitment, selection, and onboarding processes for team members
- Foster a culture of excellence, collaboration, and continuous learning
- Manage workload allocation, shift schedules, and resource planning to ensure operational coverage
- Address performance issues and support career development pathways
- Champion diversity, equity, and inclusion within the team
1.2 Operational Oversight & Quality Assurance
- Oversee daily surveillance operations, ensuring timely and accurate detection of potential market abuse
- Identify and respond to real-time disorderly markets incidents and work with the team to take appropriate actions
- Review and approve complex investigation recommendations for regulatory referral
- Ensure quality standards are maintained across all surveillance activities and documentation
- Monitor key performance indicators and surveillance metrics; drive corrective actions as needed
- Provide escalation support for high-priority or sensitive investigations
- Ensure adequate shift coverage and business continuity planning
1.3 Strategic Development & Framework Enhancement
- Contribute to the strategic direction of the Market Supervision function
- Lead initiatives to enhance surveillance frameworks, tools, and methodologies
- Drive implementation of new technologies and analytical capabilities
- Assess emerging market abuse typologies and develop monitoring responses
- Review and update policies, procedures, and operating standards in response to regulatory changes
- Identify opportunities for process optimization and efficiency gains
1.4 Regulatory Compliance & Risk Management
- Ensure all surveillance activities comply with FCA, AFM and all other applicable regulatory requirements
- Maintain expert-level knowledge of Market Abuse Regulation (MAR) and exchange obligations
- Oversee preparation of regulatory submissions, reports, and responses to regulatory enquiries
- Monitor regulatory developments and assess impact on team operations
- Manage regulatory audit readiness and support audit responses
- Identify and escalate regulatory risks to Head of Market Supervision
1.5 Stakeholder Engagement & Cross-Functional Collaboration
- Act as primary liaison with Compliance, Legal, Trading Operations, and Technology teams
- Represent Market Supervision in internal committees, working groups, and senior management forums
- Build and maintain relationships with FCA and other regulatory bodies as appropriate
- Engage with trading participants on surveillance matters requiring management-level discussion
- Prepare and deliver management reporting on surveillance trends, incidents, and key metrics
- Contribute to broader organizational initiatives impacting market integrity
1.6 Budget & Resource Management
- Support Head of Europe Market Supervision in budget planning and resource forecasting
- Manage team expenses and vendor relationships related to surveillance tools and services
- Optimize resource allocation to balance operational delivery with strategic projects
2. REQUIRED QUALIFICATIONS & EXPERIENCE
- Experience: - 8+ years’ experience within financial services, including significant time in market surveillance, regulatory compliance and/or trade monitoring/analytics roles – Ideally 3+ years’ people management experience with demonstrated success leading teams
- Market Abuse Expertise: - Deep expertise in market abuse detection, investigation methodologies, and regulatory frameworks - Proven track record developing and implementing surveillance frameworks or technology solutions - Experience managing regulatory relationships and audit processes
- Regulatory Knowledge: - Comprehensive understanding of MAR, FCA/AFM regulatory expectations, and exchange obligations - Deep familiarity with market microstructure, trading strategies, and abuse typologies - Knowledge of trade reporting requirements and data quality standards
- Technical Skills: - Advanced analytical and data interpretation capabilities - Understanding of surveillance technology platforms and data architecture – Familiarity with programming/scripting for data analysis (Python, SQL) highly desirable - Strong business acumen and change management capabilities

4. WORKING CONDITIONS
- Hybrid working environment with flexibility based on team needs and operational requirements
- Shift-based team coverage (07:00-15:00 / 10:00-18:00) with rotation schedule and potential shift lead responsibilities
- Availability required for escalations during extended trading hours and market events
- Occasional travel for regulatory meetings, industry conferences, or Cboe office collaboration
