Location Overview
The Cboe office in London is situated in The Monument Building, a modern space that spans two floors and features a spacious outdoor balcony. From the balcony, employees can enjoy stunning views of some of London's most iconic architectural landmarks, adding a unique touch to the work environment. The building is equipped with convenient amenities for office commuters, including bike storage and showers, making it easy for staff to freshen up after their commute. The office is located directly adjacent to the historic Monument to the Great Fire of London and is just across the street from the Monument Underground Station. Role Overview
Reporting to the CEO, the Head of Surveillance Strategy will lead Cboe Europe’s market oversight function, and in so doing will play a leading role in combating market disruption and abuse across European equity and derivative markets.
In this role you’ll be responsible for
- Developing and implementing a comprehensive strategy for detecting and combating market abuse across Cboe’s stock exchanges in the UK and Netherlands.
- Leading the development and implementation Cboe’s market abuse risk assessment framework, and working with business lines to develop an accurate assessment of market abuse risks associated with existing and new services.
- Developing management information and reporting for management and Board committees to provide and accurate picture of Cboe’s market abuse risks.
- Tracking best practice as set out in regulatory communications such as the FCA’s Market Watch and keeping abreast of industry concepts and events in order to ensure the timely creation of surveillance capabilities that address potential regulatory concerns.
- Developing and enforcing of Cboe’s rules with a view to maintaining orderly markets and meeting regulatory expectations, and leading Cboe’s Participant Oversight program, and all rule-related and market abuse investigations.
- Leading and mentoring a multi-jurisdictional team of surveillance managers and analysts as they monitor Cboe’s European stock exchanges to maintain orderly markets and detect and deter market abuse, ensuring they have the necessary understanding of Cboe’s markets and our market surveillance strategy.
- Overseeing the implementation of training and a continuous development program for Market Supervision staff, and providing the necessary guidance to support their professional development.
- Building & managing stakeholder relationships and representing Cboe externally on all market abuse surveillance matters, including with Cboe Participants directly and through participation in industry conferences and other fora.
- Discussions with regulators on all aspects of market supervision and surveillance strategy and policy and with respect to individual referrals and investigations.
- Working with Cboe Global Markets’ Regulatory Technology team to develop Cboe’s surveillance tools and reporting. This will include the ongoing design and development of quantitative analysis capabilities, the design and calibration of alerts, and responsibility for annual alert deep dive exercises.
The ideal candidate has
- Minimum 10 years’ experience of working within the financial industry, with current knowledge of best practice and regulatory expectations with respect to market abuse surveillance and a familiarity with European equity and exchange traded derivative market structures.
- Leadership - proven leadership and team management skills, with the ability to motivate and develop a high-performing team.
- Strategic thinking – an ability to think strategically about the activities performed by Cboe and the market abuse risks that it is exposed to, and to develop reasoned, implementable strategies to maximise the use of available resources to mitigate those risks.
- Regulatory knowledge – in depth knowledge of UK and EU financial regulations including the FCA Handbook, MiFID, MAR and other relevant regulatory frameworks.
- Technical Proficiency – Direct experience of using market surveillance systems and data analytics tools. Analytical - Strong analytical and problem-solving skills including an ability to interpret complex data and identify trends.
- Excellent communication skills – the ability to speak and write with clarity and impact, with ability to present complex information clearly and concisely.
- Excellent teamwork skills - able to work effectively individually and collaboratively in a team, to develop relationships (internally and externally), and to identify opportunity for change and challenge appropriately. Good interpersonal skills - creates and develops relationships both internally and externally.
- Degree or equivalent qualification in a quantitative or finance related subject.

- Experience of working in a similar role at a Recognised Investment Exchange, Multilateral Trading Facility, Investment Firm or a Regulatory body.
- Programming skills relevant to exploring large data sets, including Python and SQL
